A winding path climbing the Hills to an overlook, works set into the slope like wind screens, the harbor all around.
Governors Island was an Army post from 1794 and a Coast Guard base from 1966 until 1996. In 2003 the federal government sold 150 acres of it to the people of New York for one dollar. The Hills opened in 2016, designed by the Dutch firm West 8 on fill from demolished buildings. Outlook Hill rises 70 feet and looks straight at the Statue of Liberty.

Sculpted grass hills with a switchback gravel path, granite scramble blocks, the long slide, Liberty and the lower Manhattan skyline across the water. Mood: a rising horizon. Everything is procedural geometry with painted surfaces; nothing is a scan or a photograph. The room is an interpretation, and it hangs the New Yorkers the census recorded at this place first.
